Peonies should be cut to the ground when their plants start to turn yellow or brown. Late October or November is the best time to cut them as cutting them during fall helps avoid foliar diseases.

The most appropriate time to prune peonies is right after they bloom. Light pruning before the shrub blooms in spring is also fine.
